The El Paso County Assessor's Office is responsible for valuing Oil and Gas equipment, production, associated pipelines, and drilling rigs. This office is tasked with estimating the "actual value" of taxable property for assessment by appropriate consideration of the Cost Approach, the Sales Comparison (Market) Approach, and the Income Approach. The Basic Equipment Lists (BELs) and Valuation Grids provided by the Division of Property Taxation assist in determining the actual value of the production equipment related to a particular well. All Oil and Gas wells within El Paso County are part of the Denver-Julesburg (D-J) Basin, and are therefore valued according to the Denver-Julesburg Basin BELs and Additional Equipment Lists. All personal property, such as oil and gas equipment and drilling rigs, will be assessed at a rate of 29%. Primary well production is assessed at 87.5%, and secondary well production is assessed at 75%.
